Mayor Billy Carter was sworn into office during the December 11, 2025, council meeting.
From Your Mayor
My name is Billy Carter. For those of you reading, thank you for your time. As a leader, I place a high value on relationships. These letters will provide a wonderful opportunity for me to connect with you, as I hope to be a vessel of inspiration to you all.
Thank you to Mayor Mike Horn for your 30 years of leadership and guidance for the Town of Lewisville. You’ve been a forward-thinking leader. Generations of Lewisville will be able to remember you with admiration for the consideration that you and our retiring Town Council members showed in making decisions that shaped the long-term success of Lewisville over the years.
I must always begin with a disclaimer that I’m not Jimmy’s brother, though I understand it’s an honest mistake. I’m originally from Winston-Salem. I was raised by a determined single mother who taught me to work hard and remain humble.
I have no children, but I look forward to the blessing of a wife and family one day. Though I have no children, I’m proud to take on the duty of being responsible for 14,000 people. I have a great level of respect for all of you parents out there. I will face some tough days, as is to be expected as Mayor, but nothing compares to the work of a parent.
I attended Konnoak Elementary School, where I believe I remain the only student in history to never be absent a day from kindergarten through 5th grade. I attended Meadowlark Middle School, Parkland and RJ Reynolds High School. I graduated from RJ Reynolds, class of 2010. Yes, your mayor graduated in 2010!
I work in financial services. Through a healthy balance of relationship building, sales, mentorship, insurance and finance, my career has been an amazing journey filled with the organic growth and development needed to become an effective leader. I’m also a proud member of the Lewisville-Clemmons Chamber of Commerce.
I’m an avid fan of sports. Some of my best memories came with the Winston-Salem Tiny Indians football team, or my time as captain of the Parkland High School wrestling team. I’m also not afraid to say that I am a huge fan of the Duke Blue Devils. I always have time for a friendly debate with all of you Carolina fans.
Please don’t be afraid to reach out so we can set up some time together. I’m here to work. I’m here to be available. I’m here to collaborate. My name is Billy Carter, and I’ll be providing Leadership That Lewisville Can Lean On.
